Is Buchberger HPC or HTC?

I need Buchberger algorithm in positive characteristic. Is it a high-performance computation or high-throughput computation? I need to know this as I am applying for resources in national labs in US.

The main resources for Buchbergers algorithm are integer arithmetic of the cpu
and memory bandwith, floating point arithmetic and i/o capabilities are not important.
