How to install Singular on Windows

Hello, I am trying to install Singular on windows. I am following the instructions on the singular download page for windows. I can complete steps 1) and 2) (downloading cygwin and the other file). I don't understand step 3)- what I tried was opening the cygwin terminal and typing in what is written there, but nothing happens. What am I supposed to do? Thanks in advance.

If in step 3 (typing these 2 lines into the cygwin terminal)
nothing is displayed, (i.e. no error message) then Singular is installed.
